Start by checking for leaks

Check your water meter: Compare the meter reading to the one on your bill. If they don't match, you can request a new reading.

Check for running water: Toilets are the most common cause of high water bills. A running toilet can waste up to 200 gallons of water per day. 

Check for dripping faucets. A slow drip can cost up to $65 per year. 

Check other appliances: Washing machines use a lot of water. Dishwashers can leak Water heaters can have hidden leaks.
Check your irrigation system: Automated systems may need to be reprogrammed.
Check for other leaks: Look for wet spots in your yard. Check under your home or in crawl spaces. 
Check your water softener: Water softeners often regenerate in the middle of the night or early morning. 
Check your water use: Consider if you've had house guests or watered your lawn more than usual. Monitor your incoming bills to understand your usage patterns.

Check your meter and the surrounding area for possible leaks. Next, call our office and report low pressure for your area.

A repair could have been completed recently allowing air to enter the line, causing the milky look.

All public water systems are required to maintain a minimum chlorine level of 0.2 mg/L (tested at the end of each line) by state law. Systems that use chloramine as a disinfectant must maintain a level of 0.5 mg/L by state law. Our disinfectant levels are tested daily to ensure safety.

Most likely your water heater needs to be flushed. CAUTION: Most manufacturers recommend hiring a professional to flush your water heater. If you plan on doing this yourself, read the owner's manual to keep from being hurt and or damaging the water heater.
